Success for Government on Debt Laws Bill


After the first adjournment, government managers were seen sending text messages to their party MPs to get back to Lok Sabha. But the failure to get its flock together forced the House to be adjourned for the day. When the House reconvened, Opposition members continued with the uproar. In the din, Vyas rejected the Oppositions demand, leading to louder protests and adjournment of the House. Speaking to reporters outside Parliament, Chidambaram said it was unprecedented for a bill to be sent back to a standing committee for just one change. 

The government did enjoy some success as the enforcement of the Security Interest and recovery of Debt Laws Amendment Bill was passed despite Opposition demands to refer it to the standing committee on finance. Chidambaram said the very purpose of the bill, which was introduced with an aim of getting it passed in the current fiscal, would not be served if it was sent to the standing committee. The bill, which has to be passed by Rajya Sabha, allows asset reconstruction companies to take stake in companies they restructure. BJPs top brass, which discussed the partys strategy in the House, felt the reform bills that have gone beyond the recommendations of the standing committee of Parliament should not be supported by it. But what must be more worrying for the government is the deadlock in Rajya Sabha over the quota bill. With BSP insisting on the passage of the bill on quota in promotions before any other business is taken up by the House, and the Samajwadi Party, which also supports the government from outside, determined to stall it, the stage is set for a continued stalemate. Outside Parliament, BSP threatened to take a tough stand against the Centre if it fails to pass the quota bill. We will see for two-three days more. We will see the government's stand on the issue. We want to hear from the government and chairman of Rajya Sabha. We will decide and a take a tough stand. The SC-ST bill is a serious issue for us, BSP supremo Mayawati told reporters. She said it was the responsibility of the government to ensure the House functioned properly. I want to tell the UPA government that running the House is their responsibility.
